Generate starter PCDs only when the installed CLI supports generation: brik64 pcd generate order-risk is not included in the public beta command surface unless brik64 help lists it in the installed package. Create local candidate records: 
brik64 certify path/to/program.pcd
Compose only when the installed CLI supports polymerization: brik64 polymerize is not included in the public beta command surface unless brik64 help lists it in the installed package. The Polymer candidate inherits the evidence limits of its dependencies.
